Clearly, Capistrano is a must if you're doing Rails development. In a nutshell, it gives you painless deployment of your application. Schema upgrades, code updates, server restarts, the whole thing. Across all the machines in your server farm. It's the best deployment tool I've ever seen at any price, and it's free. Thanks and hats off to the developers!
